Rules

In Central Oregon any newly constructed ADU requires its own meter. Remodeling a house to add an ADU that expands the existing foundation footprint requires a separate meter. The goal of this is to have separation between the dwellings. For more information, please visit the guidelines below.

Meter Request Form

 The meter request form includes three meter size options:

  • 5/8-inch meter – Maximum flow of 20 GPM (standard residential meter and clearly labeled on the form)
  • 3/4-inch meter – Maximum flow of 30 GPM
  • 1-inch meter – Maximum flow of 50 GPM

Once completed, submit the meter request form along with the site plan and floor plan to Development@avionwater.com.

Our Development Team will review the documents and contact you with any questions or concerns. After approval, the reviewed site plan will become the approved site plan that must be submitted to the City or County as part of the permit process. Avion will also provide a Willing and Able to Serve Letter, which is required during the City and County plan review process.

Please ensure that the site plan reviewed by Avion matches the site plan submitted to the City or County. Any changes to the site plan after Avion's review may require additional review and approval.

 

Steps to make this easy
 

Let's start with the site plan. The City of Bend, Deschutes County, and Crook County all require a site plan as part of the application process. This document shows where all proposed utilities will be located on the property.

For new home construction and ADUs, Avion would like the proposed meter location and service lines to be clearly labeled on the site plan. This helps reviewers understand the proposed utility layout and assists Avion, along with our City and County inspection partners, in verifying that the new meter is installed in the approved location.

For an ADU, show the proposed water meter next to the existing meter on the site plan, and we can work from there.

For new construction, place the proposed meter at either the left property corner (LPC) or right property corner (RPC), and we can work from there.

From the meter location, draw a line labeled "Water" to the new dwelling, making sure to avoid any existing or proposed drain fields.
